Welmoet Wels

MA, LLM, PhD candidate

Welmoet has seven years of experience in UN peacekeeping operations and UNHCR in conflict zones, working on human rights, protection of civilians, and gender issues. As a consultant with Bellica, she conducts programme reviews and evaluations, studies on protection, on gender, and on civilian harm. She is also an experienced trainer on protection of civilians. She is experienced in qualitative research, desk reviews, and text writing. Welmoet has a background in the Classics and in Public International Law. Currently, she is working on her PhD dissertation on the management of dead bodies in armed conflict, an area that she also has practical experience with as a first responder. Welmoet is the founder and owner of Bellica Consulting.


Laura Cuzzuol

Laura Cuzzuol is an independent safeguarding consultant collaborating with various NGOs.  She has previously served in protection-related roles in

several NGOs and the UN Mission in South Sudan. She is an experienced trainer in safeguarding and gender issues. 


Robert Keeley

PhD

An economist and former British Army Bomb Disposal Officer holding a PhD in Applied Environmental Economics, Dr Robert Keeley has over 25 years’ experience in humanitarian mine action, including in project design and project management, with more than 16 years’ experience in monitoring and evaluation. He has conducted evaluations on behalf of the EU, UNDP, the World Bank and the US Department of State, as well as internal evaluations for the Geneva International Centre for Humanitarian Demining, Handicap International and Danish Demining Group. He is experienced in the use of both qualitative and quantitative methods. He has contributed extensively to the development of International Mine Action Standards (IMAS) and has drafted national mine action strategies in three countries. His work experience includes Afghanistan; Colombia; Iraq; Kosovo; Lebanon; Libya, Mali; South Sudan; Somalia and Somaliland; Syria(Turkish-Syrian border); Ukraine and Yemen.

Bellica Consulting aims to contribute to building awareness of protection and human rights as international normative and practical frameworks in peace & security issues, better integration between (uniformed and non-uniformed) protection actors and protection agendas, and the establishment of protection as a guiding notion in international peace & security policy.

Bellica Consulting offers consultancy services to international organisations, governments, humanitiarian organisations and think-tanks. Services include lectures and training delivery, research, writing & editing, and evaluations. It was previously called the Humanitarian Consultancy and Research Centre. Bellica is a Netherlands-based company registered with the Chamber of Commerce under number 66295440.

Bellica is Latin for ‘war-related issues’. It is also the Roman military trumpet call to arms. Incidentally, the Betta Bellica is fresh water dweller who is generally peaceful and calm, yet who attacks fiercely when under threat. It is hence also known as the ‘fighting fish’.
